Professor Iain McLean comments on implications of the Scotland Bill

Iain McLean has suggested in an article for The Daily Telegraph that a failure to accept the Coalitions Scotland Bill could see a financial black hole opening up for Scotland.
Iain was quoted as saying that the Scotland Bill contains quite generous, no detriment guarantees against major changes in tax revenue, whereas the SNPs plans for the transferring of much more power to Holyrood could be problematic on many levels.
