Evidence by Professor Sir Adam Roberts published in House of Commons Defence Committee report on ISIL

On 5 February the House of Commons Defence Committee published a report,  The Situation in Iraq and Syria and the response to al-Dawla al-Islamiya fi al-Iraq al-Sham (DAESH).  Adam Roberts' evidence to the Inquiry is mentioned in the report, paragraphs 23, 66 and 106.

In the report, Adam says, "Military operations with an anti-terrorist purpose frequently result in legal violations, because identifying legitimate targets in real time is inherently difficult, and the adversary is often hard to distinguish from the general population."
