Nikhil Raymond Puri on the infrastructure of Hizbul Mujahideen

Nikhil Raymond Puri, a DPhil Candidate at the University of Oxford, published an op-ed in The Hindu (03 February 2012) that assesses the strength of the Hizbul Mujahideen (HM) organization in Pakistan based on interviews he conducted in Jammu and Kashmir in 2011 with law enforcement officials and surrendered Hizbul Mujahideen militants.


Noting that secrecy allows HM to exaggerate its own muscle, Nikhil points out that the infrastructure of the organisation that includes a diverse collection of administrative and liaison offices, communication stations, base camps, and training camps makes realistic assessments even more difficult.

The article sets out the infrastructure of the camps inside Pakistan, contacts on the Indian side of the border and the relationship of HM with Pakistans secret services (ISI).
