Dr Jonathan Leader Maynard writes on the difference between hate speech and dangerous speech

Date

Jonathan Leader Maynard has written an article for the Free Speech Debate website (16 March) exploring what links there are between hate propaganda and genocide, and how they could be proved.

He writes, "David Yanagizawa-Drott, for example, conducted a statistical analysis of the impact of the infamous RTLM hate propaganda radio station in the Rwandan genocide. He compared the broadcast strength of the station on a district by district level in Rwanda, and correlated this with evidence of levels of violence while controlling for a range of other factors. His study suggested that a one standard-deviation increase in radio coverage increased participation in violence by 12-13 per cent, and concluded that '10% of the total participation in the genocide…was caused by the radio station.'"
